2-Wheel Skills Testing
General Information
The following guidelines have been established by the Washington Department of Licensing to insure your motorcycle meets the testing criteria
1. Must be currently registered and plated as a motorcycle.
2. Must be legal to operate on Washington roadways
3. Must require a 2-Wheel endorsement to operate. (See RCW 46.20..500 and RCW 46.04.330) We cannot give legal advice as to whether or not you need an endorsement.
4. Electric or fuel motor equivalent to 50cc or more, or is capable of attaining a speed of 30 MPH
Your motorcycle will undergo a brief inspection verifying it is currently licensed and in a safe condition to ride during the skills test.
What we will check on your motorcycle:
1. You must have current registration tabs on your motorcycle. Your motorcycle or rig must require an endorsement to ride on the street.
2. We will check to make sure your tires have adequate tread to complete the test. If any cord showing or wear bars are showing, you will not be allowed to test. Obvious underinflation must be corrected prior to testing.
3. We will check to make sure your brake levers (hand and foot) apply braking pressure to operate the braking mechanism.
4. We will check to see if your throttle rolls back unassisted to the idle position when released from a rolled on position.
5. We will check for any fluid leaks that deposits the fluid on our range. Any fluid leaks that leave a deposit on the range will disqualify your motorcycle from testing.
6. The general condition of your bike will be considered.
If the test administrator thinks your motorcycle is unsafe, you will not be allowed to test. Your test administrator has the final word. Period.
We will ask for picture ID. You must wear the required safety gear (DOT compliant helmet and eye protection if required) in the manner it was designed to be worn. You may chose to wear safety gear during your test that provides addition protection, although it is not required. The choice is yours.
If you do not have the required ID, safety gear, or if your motorcycle does not meet the licensing/safety standard, you will not be allowed to test.
Please check our Testing Schedule to get the specific dates and times and locations the Permit and Endorsement Skills Test will be administered.
Once all the required tests are successfully completed, you must have the Permit/Endorsement added at the DOL by visiting a Licensing Service Office in person, or by adding the Permit/Endorsement at the DOL website. You are not legal to ride until you complete the process with the DOL. Additional fees will be charged by the DOL.
Your testing fee includes two attempts to pass a skills test. This includes scheduled sessions and special appointment sessions. This applies to the 2-Wheel permit skills test, the 2-Wheel endorsement skills test and the 3-Wheel endorsement test. You may choose to retest during the session, or practice and come back for your second attempt at a later session. A second attempt will not be allowed in a session if you fail by crashing while riding a skills assessment run. You must retest at a later date.
The Learners Permit Level Skills Test
The permit level skills test is a 5 run test that assesses your basic motorcycle handling skills. This test and its scoring were designed by the Washington Motorcycle Safety Program and will be administered by Motorcycle Training Inc instructors.

You are not eligible to have your permit added to your license until you take and pass both the permit level written and skills test.
If you choose to take a class, the testing fee for the permit level skills test is included in the class fee. You will take the test on motorcycles provided by Motorcycle Training, Inc.
If you choose the 3rd Party testing only option, this test will be ridden on your motorcycle. Loaner bikes will not be available for 3rd Party testers.
The fee to take the permit level skills test will be $85.00 and includes two attempts.
The Endorsement Level Skills Test
The Endorsement Level Skills Test is a 2 run test designed by the Washington Motorcycle Safety Program and administered by Motorcycle Training, Inc. training staff. You must meet the standards set by the WMSP in order to pass. This test is scored Pass/Fail. This test requires that you stop from speed between 20-25 MPH and that you demonstrate your ability to take right and left hand curves within a time standard set by the WMSP.

You are not eligible to have your endorsement added until you take and pass both the permit and endorsement level written and skills tests.
The endorsement level knowledge test is not included in your class price should you choose training. It can only be taken as a third party option.
Loaner bike will not be provided for the endorsement level skills test.
The fee to take the endorsement level skills test for non trained riders will be $120.00. This includes two attempts at passing the test.
3-Wheel
The 3-Wheel skills test will test your ability to judge rig placement, cornering, stopping and swerving. The 3-Wheel skills test will only be administered at our Richland facility located at 2125 Robertson Drive, Richland WA.
You must have passed the written within the last 180 days. You must either have a current 3-Wheel permit on your license, or make legal arrangements to get your rig to the testing location.
The skills test will be given on your rig. Loaner rigs are not available.
The fee for your first 3-Wheel test will be $85.00. This includes two attempts at passing the test.

3. Must require a 3-Wheel endorsement to operate. (See RCW 46.20..500 and RCW 46.04.330) We can not give legal advise as to whether or not you need an endorsement.
4. Electric or fuel motor equivalent to 50cc or more, and/or travels more than 30 MPH
5. Fits between the start and cue cone used for the test. The test can not be modified to fit your rig. Your rig must fit the test.
Your rig will undergo a brief safety inspection to verify that it meets safety and testing criteria. You will be required to provide photo ID as well as wear the required safety gear as it was designed during the test.
If you do not provide photo ID, or your rig does not meet the testing/safety criteria, or you do not have the required safety gear, you will not be allowed to test.
Upon successful completion of all testing, you may proceed to the local DOL Service Office and have your endorsement added to your license. Your test results are good for 180 days. Additional fees will be charged by the DOL.
